purpose of paying the operating expenses of the City for said <br />Period of time which tax is to be in addition to and outside <br />the Constitutional six percent limitation upon the City's tax <br />levy as set forth in Article XX, pootion 11, of the Constitution <br />of the State of Oregon. <br />Section 2. The maximum rate of levy being necessary to <br />raise said sum of $ 1 is $ 2.23 per thousand dollars of <br />true cash value taxable property within the corporate limits <br />of the City of Eugene, Oregon.. <br />Section 3.
