The proposed Mobile Healthcare Services <br />(MHS) concept addresses these issues, furthering the objectives of <br />health care reform. <br />3Project Concept <br />3.1Purpose <br />The purpose of the proposed project is to demonstrate how Mobile Healthcare Services <br />can safely redirect non-emergencies away from 9-1-1 and emergency departments into <br />more appropriate and less expensive non-emergency treatment modes. Universal access <br />to 9-1-1 EMS is continued and extended to provide universal access to care for less <br />serious illness or injury, improving the overall health of all people. <br />By integrating existing EMS elements with non-emergency response capacity in a <br />novel manner, the quality of existing emergency services can be sustained – at reduced <br />cost – while expanding the quality and quantity of primary health care provided to a <br />local population. <br />4 <br />
