Does the language of subsections (b),(d),(e) and <br />(f) require only total amounts under each category be published in the notice, or does it <br />require more detail. For instance, does subsection (b) allow a simple total amount to be <br />published for non-tax income, or must subtotals for fees, licenses, permits, fines, <br />assessments and all other service charges be published? I have similar concerns for the <br />language of (d),(e) and (f). If subtotals must be published it will increase the complexity <br />an cost of budget notices, without necessarily providing more clarity to citizen readers. <br /> <br />>> Section 8(1) and(5)(a) would impose a new requirement for a financial summary of <br />the budget in narrative format to be included in the budget notice. This narrative would <br />have to describe "the prominent changes from the current year or current budget period in <br />the activities and financing of the major organizational units or major programs." For an <br />organization as complies as the City of Eugene, it would be very difficult to summarize <br />all prominent changes in all major units and programs in the context of a published <br />budget notice. It takes about 40 pages for the City to present this information in useful, <br />summarized form in the Budget Message and Summary in the proposed budget <br />document. To attempt to summarize this information into a published newspaper notice <br />would be difficult and the narrative would necessarily be greatly oversimplified.
