<br />ATTACHMENT A <br />M I N U T E S <br />Eugene Council Committee on Intergovernmental Relations <br />McNutt Room—Eugene City Hall <br />777 Pearl Street—Eugene, Oregon <br />February 23, 2011 <br />1:30 p.m. <br />PRESENT: Betty Taylor, George Poling, Mike Clark, members; Mayor Kitty Piercy; <br />Intergovernmental Relations Manager Brenda Wilson, Jessica Mumme, Beth Forrest, City <br />Manager's Office; Jerry Lidz, City Attorney’s Office; Mike Sullivan, Community <br />Development Division; Larry Hill, Central Services Department; Russ Royer, Public Works <br />Department. <br />1. Call to Order and Review Agenda <br />Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to <br />order. <br />Ms. Wilson added Senate Joint Resolution 36 to the agenda. <br />2. Approval of Minutes <br />Ms. Taylor, seconded by Mr. Clark, moved to approve the minutes of February 2, <br />February 9, and February 16. The motion passed unanimously, 3:0. <br />3. Review Pending Legislation <br />The committee reviewed a list of bills pulled from pending legislation by committee members for further <br />discussion. Committee votes, if any, are recorded below: <br />House Bill 3017 (pulled by Taylor) <br />Ms. Taylor moved to change the City’s position on the bill to Oppose. The motion died <br />for lack of a second. <br />House Bill 3146 (pulled by Clark) <br />Mr. Clark, seconded by Mr. Poling moved to change the City’s position on the bill to <br />Priority 3 Support.
