Senate Bill 0619 (pulled by Clark) <br />Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on the bill to <br />Priority 3 Support with amendments to remove the retroactivity element. The motion <br />passed unanimously, 3:0. <br />House Bill 2826 (pulled by Piercy)—No change. <br />Senate Joint Resolution 36 (pulled by Wilson) <br />Ms. Wilson briefly reviewed the elements of the bill and recommended the City take a position of Priority <br />1, Oppose on the legislation. <br />Mr. Clark, seconded by Ms. Taylor, moved to take a position on Priority 1 Oppose on <br />Senate Joint Resolution 36. The motion passed unanimously, 3:0. <br />Ms. Taylor, seconded by Mr. Clark, moved to adopt the staff recommendation for <br />priorities and recommendations for all bills not pulled for discussion for this meeting and <br />the committee action for all bills that were discussed and acted on at this meeting. The <br />motion passed unanimously, 3:0. <br />4. Items from Members and Staff <br />Ms. Wilson reported that that she would be bringing 19 bills to the City Council for discussion at the <br />February 28 meeting. She reminded the committee that she would be in Washington, DC, that night and <br />Adam Walsh would represent her before the council. She would call in and be prepared to answer <br />questions. She suggested that the committee might wish to reduce the number of bills on the list, and <br />proposed that the bills that had been the subject of a motion that received no second be dropped, <br />particularly since none had been scheduled for a hearing. Mayor Piercy pointed that no one was precluded <br />from bringing up one of the bills in question on February 28. <br />Mr. Clark, seconded by Mr. Poling, moved to drop the bills that were the subject of a <br />motion that did not receive a second from the report forwarded to the council on February <br />28 in keeping with current CCIGR rules. <br />Mr. Clark accepted a friendly amendment from Ms. Taylor that staff would continue to track the bills in <br />question and would bring them back to the committee if they began to make progress. <br />The motion passed unanimously, 3:0. <br />The committee rescheduled its March 2 meeting to March 3 at 11 a.m. <br />Mr. Poling adjourned the meeting at 2:05 p.m. <br />(Recorded by Kimberly Young) <br />MINUTES—Eugene City Council Committee on February 23, 2011 Page 2 <br /> Intergovernmental Relations <br />
