290 <br /> <br />APRIL 22, lglS. <br /> <br /> Council Chambers, E%ugene, Oregon, April 22, 1918. <br /> <br /> Council met pursuant to adjournment of April 8ti], and was called to <br /> order by Nayor Peterson. Present Councilmen Polders, Spencer, Nosher, <br /> Goodpasture and Spangler; absent Parks and Devereaux. <br /> <br /> Cotuucilman Spencer nominated Dr. C. B. Willoughby as Councilman from <br /> the Second Ward to fill the vacancy caused by the resignation of E. Koppe, <br /> and to fill his unexpired term. Motion was made and seconded that the <br /> nominations be closed, and that Dr. Willoughby be declared elected. <br /> Councilmen votiDg~ aye 5, nay none; absent Parks and Devereaux. Nayor <br /> Peterson appointed Councilman elect Willoughby Chairman of the Printing <br /> Committee, and a member of the Ju(hieiary and Police Committees. <br /> <br /> Councilman Nosher stated that fireman Fred King desired to take his <br /> vacation of two weeks commencing ~.~ay llth, and a motion was made, seconded <br /> and carried allowing him two weeks' vacation on pay as requested. <br /> <br /> The general question of vacations for City employees was discussed and re- <br /> ferred to the Judiciary and Finance Committees and City Attorney. <br /> <br /> The Finance Committee reported favorably upon the renewal of the <br /> Treasurer's bond with the National Surety' Co., and recommended that the bill <br /> for the same in the sum of $175.00 be paid by a warrant on the General Fund <br /> to J. J. Kl~choff, Agent. No.rich was made and seconded to adopt the report, <br /> and the ayes and nays were called; Councilmen voting aye 5, nay none, absent <br /> Parks and Devereaux. Notion 'was declared carried and so ordered. <br /> <br /> Annual reports of the City Treasurer and City Recorder were presented <br />and referred to the Finance Co:mmittee. <br /> <br /> The claim of Mrs. C. J. King for damages on account of inJumies on <br />alleged defective sidewalk at 13th and Willamette Streets was referred to <br />the Judiciary Committee and City Attorney. <br /> <br /> An Ordinance providing fo~ the suppression of venereal diseases, and <br />declaring an emergency was read and passed its second and third readings by <br />title under suspension of the rule and was placed upon its final passage. <br />~ouncilmen voting aye 5, nay none, absent Parks and Devereaux. <br />was declared passed and numbered #1922. <br /> <br /> SIDE#ALK: Oliver G.
