290 APRIL 22, lglS. Council Chambers, E%ugene, Oregon, April 22, 1918. Council met pursuant to adjournment of April 8ti], and was called to order by Nayor Peterson. Present Councilmen Polders, Spencer, Nosher, Goodpasture and Spangler; absent Parks and Devereaux. Cotuucilman Spencer nominated Dr. C. B. Willoughby as Councilman from the Second Ward to fill the vacancy caused by the resignation of E. Koppe, and to fill his unexpired term. Motion was made and seconded that the nominations be closed, and that Dr. Willoughby be declared elected. Councilmen votiDg~ aye 5, nay none; absent Parks and Devereaux. Nayor Peterson appointed Councilman elect Willoughby Chairman of the Printing Committee, and a member of the Ju(hieiary and Police Committees. Councilman Nosher stated that fireman Fred King desired to take his vacation of two weeks commencing ~.~ay llth, and a motion was made, seconded and carried allowing him two weeks' vacation on pay as requested. The general question of vacations for City employees was discussed and re- ferred to the Judiciary and Finance Committees and City Attorney. The Finance Committee reported favorably upon the renewal of the Treasurer's bond with the National Surety' Co., and recommended that the bill for the same in the sum of $175.00 be paid by a warrant on the General Fund to J. J. Kl~choff, Agent. No.rich was made and seconded to adopt the report, and the ayes and nays were called; Councilmen voting aye 5, nay none, absent Parks and Devereaux. Notion 'was declared carried and so ordered. Annual reports of the City Treasurer and City Recorder were presented and referred to the Finance Co:mmittee. The claim of Mrs. C. J. King for damages on account of inJumies on alleged defective sidewalk at 13th and Willamette Streets was referred to the Judiciary Committee and City Attorney. An Ordinance providing fo~ the suppression of venereal diseases, and declaring an emergency was read and passed its second and third readings by title under suspension of the rule and was placed upon its final passage. ~ouncilmen voting aye 5, nay none, absent Parks and Devereaux. was declared passed and numbered #1922.
