In connection with orders received by them, l(r. iYebster Kineaid appeared before the Council claiming that either the Council had no right to order a sidewalk put in on Ch~rnelton Street, the same not being a public stree$, or that if the same h~d been accepted by the City for street purposes it was done with the understanding that the City was to pay for all street improvements. This matter and also a claim that 1~. Kineaid was entitled to cancellation for assessment against a lot on ~lirteenth Avenue for paving under an old agreement that the City should pay for the sa,~ne, and a claim of 1.~r. E. V£Gattam that his wife, Elizabeth V~hattam, held only a life estate in property where a cement sidewalk has been ordered and that the ~.~atter of ia- provement should be presented to the Parks heirs and not to l(rs.
