Hughes is the lo'we'st and beat bid for the making of said imProvem..ent and that the contract be awarded to him in aeco~lance with hisbid, that the ~{ayor and Recorder .be' authorized to sign the Contract for the City, 'and that checksbe retouched to unsuccessful bidder~.
