<br /> AN ACT to amend the Charter of the City of ~gene, Oregon
<br /> by adding a new ChaPter thereto, authorizing and empowering
<br /> the Common Council of the City of EUgene, for the purpose
<br /> of securing an 'adequate supply of pure water for said city
<br /> and its inhabitants, and of e.~tending it~ water system,
<br /> to Secure by pu-roha~e, c~demnation or otherwise, within
<br /> or wlthoub the City, any and all :'real estate~ rights of
<br /> .. '-way, water rights, easements and licenses, to hold,
<br /> ' ~ control and ~ease the same, md to construct
<br /> . .reservOirs, pipelines, conduits, structures and appliances
<br /> ef every kind reasonable and necessary, to institute
