Section 5; The Conzmon Council 1s hereby authorized to issue and sell the said bonds from time to time as they may be needed for the purpose herein specifi- ed, but before any of them shall be sold, they shall be advertised for sale by publicatlonof a notice asking for bids the refer'to be published in the two daily papers now published in EUgene, Oregon, or their successors, in at least one issu~ of such daily papers, two weeks prior to the time of the sa~e; but if no satisfactory b%ds fo~ the purchase of the bonds be received, they m~ sel~ them at private sale at not less than atpar and accrual interest. Section 6; That .the money derived from the sale of said bonds shallqonstitute a special fund to be denominated Water .Extension ~und 1925, and shall be used for no other purpose th~u herein provided.
