An Act to amend the Charter of the City of Eqgene_ Oregon, by adding a new chapter thereto authoriz~ng and empowering the Co,non Council of the City to issue and sell negotiable bonds of the City to the a~unt of Ten Thousand ($10,000) Dollars, or somuch thereof as :nay be necessar~ for the purpose of repairing and reconstructing the City Hall in said City. That the Commou CounCil of the City of ~gene is her~by authorized ii'and empowered t(~ issue and sell negotiable b~ds of the City to the ~no,mt of Ten 7Thousand ($10,000) Dollars'~'~r so mueh.~hereof assay be necessary for the purpose of repairing and reconstructing the City Hall in said City. . Section 2. The bonds hereby authorized shall be denominated "City Hall Bonds" 1925. THey shall be a general obligation of the City of Bhgene, and shall be in such form and of such denominations as will, in the Judgment of the Co,non Council be' most likely to conduce to their salability. They shall be made due andpayable 20 years from the dat'e of their issuance, and bear interest a a rate not to exceed 5 p-er cent per annum, payable seal annually.~ Section 3. The Common Council of the City of Eugene is hereby authorized to -include in its general municipal tax l e~ each year sufficient special levy to pay ~lhe interest on the bonds andprovide a sinking fund for the payment of them when due. : 'Section 4. The Common Coz~ncll of the City is hereby mzthorlzed to, issue and' sell the said bonds from time to time as they may be needed for the purpos~ herein specified,' but before any of them shall be sold, .they shall be advertised for sale bypublicatlon o£ a notice asking forbids therefor bo be published in the two daily papers now published lnEugene, Oregon, in at least one ls,~ue of such daily papers, two weeks prior to the time of the sale; and they may also ~lve notice of the sale e£ said bonds in s,zch other Papers as they deem to be best for the interest of the City in effectlng a sale; but, if no satisfactory bids for the purchase of the bonds be received, they may sell them at'private sale at not less than par and aocr~zed ~nterest. 'Section 5. The indebtedness authorized by this sm~endment to 'the charter of the Cle, y of 'Eugene, is in m!dltion to all other indebtedness authorized and incurred by the City of Eugene, and shall not be considered as' affected by any limitation of debtedness in the Charte'r of the ~Ity or elsewhere.
