Section 1. That the Come, on Council of the City of Eugene is hereby authori- zed and empcw'ered to'purchase, construct, equip and install a municipal incinera- tor plant in said City. Section 2. That For the purpose of paying for such incinerator 'plant and all the purposes set out in Section one hereof, the Common.('.'o'mcll of the City of EU- gene is hereby authorized a~d empow%red to issue and sell negotiable bonds of the City to the amount of Twenty-five Thousand ($25,000) Dol~ar~l, or scrunch thereof, a~ may' be neces'sary for said purt>~se. · Sec$1on 3. The. bonds hereby authorized-shall be denominated "Incinerator Bonds". They sha].~ be.a general obl!gatlonof the City of Eugene, and shall ~e in such form and of such denominations as will, tn the )u~]gment of the Co,non~ Co~mell be,mo~t likely ~,~ conduce to their salability. They shal~ be m~e due ~ndpaYable 20 years from the date of their issuance, ~d be~r interest at ~ rate ~ot ~to exceed 5 per cedi ocr annu~ p~ab~e semi'~annually. Section 4. The Co~on ~ouneil of the City of Eugene Is hereby authorized to inclUde In its general municipal t~ levy each year .~ufflelent special levy to pay the interest on the bon~s and provl~te a sinking fund for the p~men~of them when due.
