<br />men simmons, Wllliamson, Washburne, Lamb, McCully and ~gh, absent Nonroe and
<br />Large.

<br />'~ The matter Of opening and widening the Amazon Ditch to the south and east
<br />o-f 17th Avenue, as the point where the present oont tact to improve such ditch
<br />ends, was dlso. ussed. , Councilman ~¥ashburne,' who owns considerable of the land
<br />Over which such proposed extension work would have to be done, offered to dona-
<br />te toward such improvement work not to exceed $100~00 on condition if such im-
<br />provement is later extended and a "Drainage DiStrict "establis4ed and property
<br />assessed therefor, he be given credit for such amount,, Suohoffer was ,aanlmous
<br />ly accepted, am{ t. he ~Clty Engineer instructed to .proper% plans amd specifications
<br />for such lm~'ro~%ment wo'rk, produce right of Way where` needed for such improve-
<br />m~nt, and have .ordinances prepared and presented ~herefor, sUch new improvement
<br />to extent from lTth Avenue south and east to Intercept the old ditch.

<br />On motion unanimously' e~iopted the following resolution was ado, pted;
<br />
<br /> RESOLUTION.
<br />
<br /> WHEREAS, the .Paclflc Highway, entering Eugene from the north on what is
<br />known as the River Road, simultaneously intersects .the Southern Pacific main
<br />line tracks and the Blair Street Boulevard, outtlng across at am obtuse angle,
<br />and
<br /> WHEREAS, a' quarter of a mile furthe~ south on Blair street .the highway
<br />crosses the main line o~ the Willamette Pacific Railway, and various sidetracks
<br />where switching is going on mu~h of the time, amd
<br />
<br /> WHEREAS, at s~ch point of intersection, the street cars of the Southern
<br />Pacific Company make their northwesterly terminal lnsald city, and there is
<br />frequently a street ear steading at such point of intersection, and along Blair
<br />BouleVard the streets are are coatinou~ly passing, an4
<br />
<br /> WHEREAS, all of the traffic from the north and south necessarily passes
<br />over said crossings and intersections, and all of said crossings, intersections
<br />a,~d street cars constitute a grave traffic_hazard for a distance of about a quar-
<br />ter of a mite down Blair Boulevard, and'
<br />
<br /> WHEREAS_ it is contemplated by the City of Eugene that all through traffic
<br />be routed by way of Railroad Boulevard, which is a street paralleling Blair Blvd.
<br />and the southern Pacific main line, lying east of each, leaving Blair Blvd. to
<br />constitute an artery for traffic coming in fromand ~olng to the west, and,
<br />
<br /> WHEREAS, thE~e is at this time under contemplation by the County Court mud
<br />the City of Eugene, a proposition to rout the river road westerly to approach
<br />Eugene by Way of Sixth Street, and
<br />
<br /> WHEREAS.. THE RAILroad crossings and other hazards mentioned have resulted
<br />in a number of se~lous accidents, and under the plans at this time contemplated,
<br />the Blair Street grsde crossing over the Southern Pacific Tracks la no longer
<br />essential as an approach.t~ the City ~f Eugene, and constitutes a dangerous
<br />traffic haza.rd, ~otb in itself and in the other hazards to which-it leads,,
<br />
<br /> · NOW THEREYORE, BE IT RESOLVED, by the Common Council of the City of Eugene,
<br />that the Mayor, and Recorder and the City Attorney by and they .ane hereby direct
<br />ed and authorized to lmmedla, tel¥ take such steps am may be necessary, and to
<br />immediately file with the Public Service Commlsslom of the State of Oregon, an
<br />aPPlication to have the grade~crossin~ over the tracks of the. Southern Pacific
<br />Railway Company at the intersectiono~ i the Pacific 'Highway with Blair Bl~d, in
<br />Eugene,. permanently ~cloSed and abandoned, and they are further directed to use
<br />such means a~ are in their power to secure a speedy hearin~ and a permanent
<br />clOSing of such grade crossing.
