Allen appear- <br /> ed on behalf of Mike and Olive Rogers and others appeared lnperson and such pro- <br /> tests conslder~ d. On motion, un~.ntmously earrled, allprotests were over-ruled. <br /> <br /> W.~.Robertson appeared and filed a claim for $500.00 for alleged encroach- <br />mm~t on his lot at the south.vest c~rner of. 13th Avanue and Olive Street in the <br />pavement of' 13th Avenue. Said matter was referred to the City Engineer for re- <br />port. <br /> <br /> This being the return day therefor protests were called for in the proposed <br />opening of Van Buren Street from 3rd Avenue to Blair Blvd. 1~he report of the <br />viewers was read. Donald Young appear~ on behalf of C.A. ~d Bertha Mouse and <br />spoke, Potter and ~oster, as. Attorneys for~,,~R~M, and Lena MiLler filed written <br />obeJetions to s~id report ~d Mr. Hensler and others spoke, ~ter discussion <br />all objections were over ruled and the report of the viewers unankgously adopt- <br /> <br /> The recorder called attention to the fact that the city has not completed <br />its contract with Nr.ganley in the moving of his house from its former location <br />in connection with the openl~ of Van Buren Street from 3r4 Avenue to Blair olvd <br />lB that the city has not fllled In the yard as ~greed. Said matter was referred <br />to the City ~glneer. <br /> <br /> Bids were received for the pav~gof.the all~y between Will,erie and Olive <br />Streets from 13th Avenue 232 fleet north, a3 follows: <br /> Wllfert Sand ~d Gravel Co. $121~.00 <br /> Oscar Snow 1202.50 <br />Said master was referred to the Street Commit~ee for report. <br /> <br /> Bld~ were received for thepavlng of 13th Avenue from Monroe to Adams Sts., <br />as follows: <br /> Wilfert Sand and Gravel Co. $3~w40.00 <br /> Oscar Snow ]~012. O0 <br />Said bids were referred to the street committee for report. <br /> <br /> Bids were received for the grading end. gravelling of the al'le~ beZ~een <br />0n. yx and ~merald Streets from 20th to 21st Avenues, as follows: <br /> Wilfert Sand amd Gr~,vei Co. 366.40 <br /> A.C.Mathews' 330. ~0 <br /> Eugene Sand and Gravel Co. 554.80 <br />Said matter was referred to the Street Committee for rape'rt. The Mayor aske~ <br />that no report bemade until a future time oneaoh of said ~lds. <br /> <br /> Third ~lre Chief ms,Jo his report as to the Encore Hotel and recommended it <br />be condemned and razed. The following resolution was offered, and unanimously <br />c ar r i ed: ' <br /> <br />I~ E S 0 L U T I 0 N. <br /> <br />WhEreas there has been presented to the City Counell of the City of Eugene a <br />written pretest and notice from the State fire Warden of the State of 0r2gon, <br />that that certain building in Eugene, situated on Willamette Street, between <br />Blifth and Sixth Streets, ~aclng east, and known as the Ehcore Hotel, is a <br />dangerous fire menace, and constitutes a nuisance, and demanding that the s~me <br />be abated by the City Council. <br /> <br /> And Whereas, the Common Council referred the matter to the Fire and Water <br />Committee, which in turn requested an lnvestltation by the Fire Chief of the <br />City of Eugene, and <br /> <br /> Whereas, the Fire Chief has made a written report declaring that said <br />buzlding constitutes a dangerous fire menace and lsa menace to adjoining prop- <br />erties on accent of the fire hazard, and that it constitutes a very grave <br />danger to occupants who may lodge there and is dangerous to the life and limb <br />.~of such occupants and lodgers, and that the same is a wooden building within <br />'the fire limits h~Shbeco~l~.p~lr~dl~l~!{val~eato less 'than fifty per cent of <br /> <br /> <br />
