shall be of the opinion that said a~sessment is illegal or doubtful by reason
<br />of any ommission or defect, the Council may cause the cost of such improvement
<br />together with legal interest-from-the date of themaking of the same, to be re-
<br />assessed against the property, abutting upon, adjacent to or benefitted by said
<br />improvement, which assessment shall be made in an equitable me~ner, and as near-
<br />ly as may be in conf~rmity with the provisions of the charter at the time the

<br />when in its Judgment it is essential in order to secure an equitable assessment.

<br /> n The Cotneil shall declare by Ordinance its t~tention tomake such reassess-
<br />ment, which ordinance shall briefly described tbelmprovement, and shall declare

<br />abutting upon, adjacent to, or benefitted thereby describing each parcel of prop-
<br />erty which it intends to so r eassess, and the amount it intends to assess again-
<br />st each parcel. Said Ordinance 'shall fix a time and place for holding a meeting
<br />of the Council, at which all protests against such reassessment or reassesumnents
<br />shall be heard. A notice embodying all persons interested to appear at said
<br />meeting and state their objections to such reassessment shall be published once
<br />in a newspaper of general circulation and published in said city, and sha~l be
<br />posted in five public places In said city, all at least ten days before &uch
<br />meeting.

<br /> At the time appointed in such o. rdinance, the Council shall hear and determia
<br />all objections which may have been flled,_and shall thereupon, if necessary, re-
<br />vise and correct such feassea~ment and shall declare the same by ordinance to
<br />be a lien upon the respective property assessed, and the deolslonof the Common
<br />Council so made shall be final with respect to the reguXarity, validity and.
<br />correctness of such reassessment, and such reassessmen~ shall be entered in the
<br />docket of city liens and enforced and collected in the manner that other assess-
<br />ments for locallmprovement are ~n{ered, enforced and collected under the provisi-
<br />ons of the Charter and the laws governing the City of Eugene.

<br /> Dollars, o'r so touch,thereof as shall be necessary for the purpose of refunding
<br /> the outstanding General Fund Wart~ants and Improvement Bond Interest Fund Warrants
<br /> of the City, and to expend the proceeds in retiring the outstanding General Fund
<br /> Warrants an~i Improvement Bond Interest Fund Warrants of the City of Eugene.
