<br />ATTACHMENT B <br />M I N U T E S <br /> <br />Eugene Council Committee on Intergovernmental Relations <br />McNutt Room—Eugene City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> March 16, 2011 <br /> 1:30 p.m. <br /> <br />PRESENT: George Poling, Mike Clark, members; Mayor Kitty Piercy; Intergovernmental Relations <br />Director Brenda Wilson, Jessica Mumme, Holly LeMasurier, City Manager's Office; Mike <br />Penwell, Jamie Garner, Facilities Division; Katherine Kappa, Planning and Development <br />Department; Larry Hill, Central Services Department; Chuck Tilby, Eugene Police <br />Department; Greg Rikhoff, University of Oregon. <br /> <br /> <br />1. Call to Order and Review Agenda <br /> <br />Mr. Poling called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order. <br /> <br />Ms. Wilson added discussion of United States Senate Bill 543 and House Resolution 1002 (Wireless Tax <br />Fairness Act of 2011) and Oregon House Bill 2075 to the agenda. <br /> <br /> <br />2. Approval of Minutes <br /> <br /> <br />Mr. Clark, seconded by Mayor Piercy, moved to approve the committee minutes of March <br />3, 2011. The motion passed unanimously, 3:0. <br /> <br /> <br />3. Review Pending Legislation <br /> <br /> <br />Mayor Piercy noted that Ms. Taylor, who could not attend the meeting, had asked her to vote in her stead. <br /> <br />The committee reviewed a list of bills pulled from pending legislation by committee members for further <br />discussion. Committee votes, if any, are recorded below: <br /> <br />Senate Bill 0845 (pulled by Clark) <br /> <br />Mr. Clark, seconded by Mr. Poling, moved to change the City’s position on the bill to <br />Oppose Priority 3. The vote on the motion was 1:2; Mr. Clark voting yes. <br /> <br />House Bill 3594 (pulled by Clark) <br /> <br />Mr. Clark moved to change the City’s position on the bill to Neutral.
