In cases of conflict, the Metropolitan Plan w i l l <br />prevail. The Springfield Community Plan (Part I) and the Gateway <br />Park Development Plan and Standards are completely superseded by th i s <br />plan for lands i'ns i de the City limits of Spring_ field and for lands <br />annexed to the of Spr i ngf i el.d . <br />The North Springfield Community Plan will remain in effect for lands <br />outside the City of Springfield.
