Willamette Greenway Plans; Lane County, Eugene <br />In 'addition to refinement plans adopted subsequent to the 1990 General <br />Plan, there were several plans which preceded the 1990 General Plan. <br />These plans, listed below, remain in effect. (where they do not conflict <br />with the General Plan) until they are superseded by future refinements. <br />They are: <br />1. River Road Development Plan, 1966; Lane County <br />2. Santa Clara Community Plan,, 1969; Lane County <br />3. Wi l l akenzi a Plan, 1969; Lane County <br />F. Relationship to County Subarea Plans <br />The boundaries of the Metropolitan Area General Plan are adjacent to , the <br />boundaries of the Lane County subarea plans that surround 'the Eugene- <br />Springfield metropolitan area. There is no overlap between the boundaries <br />of the Metropolitan Area General Plan and any of the subarea plans.* <br />Adjustments to boundaries may occur in the future so that areas previously <br />part of one plan are covered under another pl -an. These adjustments <br />may occur using the plan review and amendment procedures described in <br />Chapter IV, <br />Go - Relationship to Statewide Planning 'Goals <br />As required by ' st ate law, the Metropolitan Area General Plan has been <br />developed in accordance with the statewide planning goals adopted by <br />the state Land Conservation and Development Commission and published in <br />April, 1977. <br />These goals provide the standards and set the framework for the planning <br />programs of all governmental agencies and bodies in the metropolitan area. <br />The Metropolitan Area General Plan addresses each of the LCDC goals (as <br />well as local goals) and contains objectives and policies aimed at com- <br />pliance with the LCDC Goals. <br />H. Relationship to the Technical S - uppl ement and Working Papers <br />The Metropolitan Area General Plan was based on a work program approved by <br />the Metropolitan Plan Policy Committee and by the governing bodies of <br />Eugene, Springfield, and Lane County after review and hearings by the <br />respective planning commissions and MAPAC. Based on this work program, an <br />inventory, review, and analysis of a number of relevant elements was <br />conducted. These included population projections, land use and-housing <br />(supply and demand) , public facilities and utilities, and natural assets <br />and constraints. <br />* Will require amendment to some County subarea plans <br />I -6 <br />
