Plan Amendment: Pl an amendments may be generated by any of three <br />governing b Citizens may i n i t i a t e amendments by proposing <br />changes to the appropriate implementing jurisdiction subject to the <br />approval of that jurisdiction. Such amendments may be determined <br />appropriate because of changing circumstances and the needs of the <br />community since the adoption of the Plan. Recognizing that amend- <br />ments to the Metropolitan Area General Plan may occur, the three <br />governing bodies have developed and adopted a uniform procedure far <br />considering such changes . <br />There are two types of plan modifications: <br />1. Amendment of the Plan text and its diagram; and <br />2. Amendments to the General Plan through refinement plans or <br />subarea plans with boundaries which interface with the <br />General Plan. <br />A clear understanding of the amendment procedure is important to <br />avoid confusion by the public" -at -large as well as- elected and appointed <br />off i c i al s . This procedure includes a method for amendment of the Plan <br />Boundary between Eugene, Springfield, and Lane County and incorporates <br />a process by which full participation by the three planning commis- <br />sions and their governmental bodies occurs, <br />The major elements of this procedure are: <br />1 . Each local governing body may i n i t i a t e an amendment to the <br />General Plan. <br />2. The . amendment is referred to the other two governing bodies <br />and affected local agencies for review and commend -, and the <br />initiating jurisdiction conducts public hearings. The other <br />two jurisdictions h ave' the option to conduct hearings on the <br />amendment. If consensus on the amendment is reached, the <br />L -COG Board ratifies the change. <br />3. If consensus is not reached, there is an agreed upon pro <br />cedure for conflict resolution which is included in this <br />Nan as Appendix A. <br />In addition to established time frames and procedure for reviewing <br />and amending the Metropolitan Area General Plan, i t is also neces- <br />sary to provide for refinements to the Plan Refinements are neces- <br />sary in certain geographical portions-of the community where there <br />is a great deal of development pressure (e.g., the River Road�Santa <br />Clara area) or they are necessary for certain special 'purpose or <br />functional elements where more specificity i s .needed (e.g. Energy <br />Management P] an) . Refinement studies must be consistent with the <br />Metropo l - i t an area General Plan or they may identify the . need for <br />amendments to the Plan . <br />IV -2 <br />
