Plan Refinement: The Metropolitan Area General Plan is a long- <br />range public pa l i cy document which establishes the broad framework <br />within which Eugene, Springfield and Lane County base coordinated <br />land use decisions. While the General Plan is the basic guiding <br />land use policy document, it is not the only such document; it <br />can be augmented by more detailed refinement plans, programs and <br />policies. The relationship between the Metropolitan Area General <br />Plan and refinement plans such as neighborhood or community plans <br />and policies is explained more fully in Chapter 1. All refinement <br />plans and policies must be consistent with the General Plan and <br />should inconsistencies occur, the General Plan is the prevailing <br />policy document. <br />Refinement plans establish more detailed public policy direction <br />and are subject to established public review and adoption processes . <br />"Refinement Plan" and "refinement planning process" are also <br />defined in the Glossary, Chapter V. <br />D. Jurisdictional Responsibility <br />There is an established jurisdictional boundary defined as follows: <br />A site-specific line delineated on the diagram and Auxiliary Map <br />No. 3 that defines the area of the Metropolitan Area General Plan <br />where all three jurisdictions have equal and cooperative authority <br />over long -range .planning decisions. That area is subject to the <br />Plan review, amendment and refinement processes described i n t h i s <br />Chapter. <br />When implement - ing. this -Plan within the jurisdictional boundary: <br />1. Lane County has responsibility for all areas beyond the <br />two cities, and <br />2. The Cities of Eugene and Springfield have responsibility <br />for all areas within their city limits. <br />Findings <br />l . If the Metropolitan Area General Plan is to maintain its effec- <br />tiveness, as . a policy guide, it must be adaptable to the changing <br />needs and circumstances of the community, <br />2. In between major five -year updates, changes to the Plan may occur <br />through periodic review and - amendment or amendments initiated by <br />the governing bodies. <br />IV -3 <br />
