2 . The Metropolitan Area General Plan should be reviewed midway be- tween major five -year updates, and this review should be conducted by-the metropolitan area planning advisory committee, planning commissions and governing bodies. The review should include at least the following: a. Eval uat ion ' of progress in the-implementation of the Plan with special emphasis on the extent to which the community is moving towards the attainment of goals and objectives, and the extent to wh - ich the policies are being followed or developed. b. General review of the findings as they may relate to any new data. c . Studies and plans that may be appropriate in light of i d e n - t i f i e d changes. 3. In addition to the review and five -year update of the Metropolitan Area General Plan, refinement studies should be undertaken for individual geographical areas and special purpose or functional elements as determined appropriate by each govern ng body. 4. The geographic information data base shall be maintained on a regular basis. 5. Land use and density allocations in neighborhood or community plans shall be consistent with the Metropolitan Area General . Plan . Approval of a difference that might have an effect on a metro- politan scale shall be contingent on an amendment to the General Plan . 6. The process identified i n ,Appendix A of this Plan shall govern con- flict resolution among the three jurisdictions. 7. Any plan developed by one of the three governing bodies to refine the General Plan shall be referred to the other two-bodies, determination as to its definition 'as: l) A refinement plan which does not conflict with the General Nan even though it may affect more than one unit of gov- ernment.., or 2} An amendment to the General Plan which requires change to the General Plan in -which case amendment procedures shall be followed. 3 } If any one of the three governing bodies determines a refine- ment plan to be an amendment, such plan shall be to the General Plan amendment procedures in Appendix A.
