2 . The Metropolitan Area General Plan should be reviewed midway be- <br />tween major five -year updates, and this review should be conducted <br />by-the metropolitan area planning advisory committee, planning <br />commissions and governing bodies. The review should include at <br />least the following: <br />a. Eval uat ion ' of progress in the-implementation of the Plan with <br />special emphasis on the extent to which the community is <br />moving towards the attainment of goals and objectives, and the <br />extent to wh - ich the policies are being followed or developed. <br />b. General review of the findings as they may relate to any new <br />data. <br />c . Studies and plans that may be appropriate in light of i d e n - <br />t i f i e d changes. <br />3. In addition to the review and five -year update of the Metropolitan <br />Area General Plan, refinement studies should be undertaken for <br />individual geographical areas and special purpose or functional <br />elements as determined appropriate by each govern ng body. <br />4. The geographic information data base shall be maintained on a <br />regular basis. <br />5. Land use and density allocations in neighborhood or community plans <br />shall be consistent with the Metropolitan Area General . Plan . <br />Approval of a difference that might have an effect on a metro- <br />politan scale shall be contingent on an amendment to the General <br />Plan . <br />6. The process identified i n ,Appendix A of this Plan shall govern con- <br />flict resolution among the three jurisdictions. <br />7. Any plan developed by one of the three governing bodies to refine <br />the General Plan shall be referred to the other two-bodies, <br />determination as to its definition 'as: <br />l) A refinement plan which does not conflict with the General <br />Nan even though it may affect more than one unit of gov- <br />ernment.., or <br />2} An amendment to the General Plan which requires change to <br />the General Plan in -which case amendment procedures shall <br />be followed. <br />3 } If any one of the three governing bodies determines a refine- <br />ment plan to be an amendment, such plan shall be to <br />the General Plan amendment procedures in Appendix A. <br />IV -5 <br />
