Insure that land supply is kept in proper relationship to land <br />use needs. <br />3. Conserve those lands needed to efficiently accommodate expected <br />urban growth. <br />4. Protect rural land and open space from premature urbanization. <br />5. When necessary to meet urban needs,. utilize the least productive <br />agricultural lands for needed expansion. <br />6. Encourage new and maintain existing rural land uses where pro- <br />ductive or beneficial out -side the urban growth boundary. <br />7. Shape and plan for a compact urban growth form to provide for growth <br />while preserving the special character of the metropolitan area. <br />8. Encourage development of suitable vacant, underdeveloped, and <br />redevelopabl e land where services are available, thus capitalizing <br />on public expenditures already made for - these services. <br />910 Protect life and property from natural hazards and natural disasters. <br />to .
