To maintain the existing physical autonomy of the smaller outlying <br />communities, urban development on agriculatural and rural lands beyond <br />the projected urban service boundary shall be restricted and based on <br />at least the following criteria: <br />a. Preservation and conservation of natural resources. <br />b. Conformity with the policies and provisions of the various County <br />subarea plans that border the metropolitan area.. <br />c . I Conformance with applicable mandatory statewide planning goals., <br />5. outlying .communities close to Springfield and Eugene shall be <br />encouraged to develop plans and programs in support of compact <br />urban development. <br />6. Conversion of rural and rural agriculatural land to urbanizable land <br />through plan amendments expanding the projected urban service area <br />shall be consistent with mandatory statewide planning standards <br />(goals). <br />7. Land within the projected urban service area may be converted from <br />urbanizable to urban only through annexation to a city when it is <br />found that: <br />a. A minimum level of key urban facilities and services can be <br />provided to the area in an orderly and efficient manner. They <br />consist of sanitary sewers; solid waste management; water- service; <br />fire protection; p o l i c e protection; parks and recre at i on pro-grams; <br />electric service; land use controls; communication facilities; <br />and public schools on a district -wide basis (in other words, <br />not necessarily within walking distance of al I students served) . <br />Paved street's with adequate provision for storm water run <br />and pedestrian travel, meeting applicable local policies, are <br />important -- particularly in new developments and along existing <br />streets heavily used by pedestri - ans. <br />b. There will be a logical area and time within which to deliver <br />urban services and facilities. <br />Conversion of urbanizable land to urban shall also be consistent <br />with mandatory statewide planning standards (goals),, <br />8. A full range of key urban facilities and services shall be provided to <br />urban areas, according to demonstrated need and budgetary priorities. <br />I I --B -4 <br />
