, + <br />They include, in addition to the minimum level of key urban facilities <br />and services, urban public transit, natural gas, storm drainage <br />facilities, street lighting, libraries, local parks, local recreation <br />facilities and services, and health services. <br />9. Regulatory and fiscal incentives that direct the geographic allocation <br />of growth and density according to adopted plans and policies shall be <br />examined and, when practical, adopted. <br />10. To accomplish the fundamental principle of compact urban growth <br />addressed in the text and on the diagram, overall metropolitan-wide <br />density of new residential construction, but not necessarily each <br />project, shall average approximately six dwelling units per gross acre <br />over the planning period. <br />11. As an early priority, or in any event before the two -- and -one -half -year <br />mid-way review of the Metro Plan, Eugene, Springfield, and Lane County <br />shall review the need to conduct a Growth Rate Management Feasibility <br />Study within the context of state programs and po i c i es . The study <br />shall at least include analysis of social, economic, and legal issues <br />as well as experiences of other communities. <br />12. Based upon direction provided in Policies 3, 7, and to of this section, <br />any development taking place in an urban izabl a area shall be designed <br />to the development standards of the city which would be r e s p o n s i b l e <br />for eventually providing a minimum level of key urban services to the <br />area. It shall also be designed in a manner that will facilitate its <br />potential conveys ion to urban uses .. An example includes the use of <br />lot designs that permit the easy creation of additional lots in the <br />f ut-ure . <br />13. The lower Mohawk Valley has been identified as a possible area of <br />expansion for the City of Springfield. Subsequent to the adoption <br />of this Pl an , but in as timely a mariner as possible, a study shall <br />be accomplished to determine the economic feasibility of expansion <br />into the valley. This study shall evaluate all pertinent costs, <br />including utilities, roads, development prohibitions (such as flood <br />plains) , and the like. The results of this study should be compared <br />with similar data concerning the Natron - Jasper area. <br />14 : The L CC basin is within the jurisdiction of the Metropolitan P l a n and <br />has been identified as a possible area of expansion to the urban <br />area at some time in the future. The next major update should include <br />specific study of this basin to determine feasibility of urban <br />expansion into this area. Prior to the next update, a specific <br />study of this basin shall be-conducted to determine feasibility <br />of urban expansion into this area and 'to prepare detailed comparative <br />cost estimates with other possible areas of urban expansion, <br />Note: For other related policy discussion, see Public Utilities, Services, <br />and Facilities Element III -G. <br />II -B -5 <br />
