r � � <br />I 1 ■ � <br />Large scale and timely annexations of undeveloped and underdeveloped areas <br />should be encouraged to enhance the opportunity for compact urban growth, <br />an efficient land use pattern, and a well supporting arterial street <br />system, <br />The approach as expressed in the following graphic is to allow the cities <br />to develop annexation programs which will ensure a six- to ten --year surplus of <br />1 and. Such a range will allow the maintenance of an adequate surplus of land at <br />any point in time. The six- to ten --year surplus is suggested as a reasonable <br />range which will not only allow for the conversion of urb an i zab 1 e and to urban <br />land through annexation, but will allow the cities the opportunity and f l e x i - <br />b i l i t y to plan for and provide urban services on a large scale. The six year <br />minimum w i l l allow the cities and other providers of urban services to develop <br />coordinated capital improvement programs in accordance with the adopted general <br />plan.
