They should be included immediately so public utility, facility, and <br />service planning can begin; leading to extension of services to those <br />areas in an orderly and economic fashion in the long term. <br />For these reasons, these areas are included within the urban growth boundary <br />realizing they are not needed in the near term future for urban development, but <br />may be needed in the latter part of the planning period to satisfy metropolitan <br />low- density residential needs. <br />Willow Creek is the area south of West 11th Avenue, west of Bertelsen Road, <br />extending up to the natural r i dgel i ne of the basin. This area includes the <br />Green Hill Road area south of West 11th, as well as an area west of Green <br />Hill Road between West 11th and Royal Avenue. <br />Santa C l ara is located north of Be l t l i ne Road between Highway 99 North and the <br />Willamette River. This area is already partially developed with urban uses <br />but is lacking the minimum level of key urban services. Since Santa Clara is <br />already partially urban i zed and has at least some of the needed p u b l i c services <br />and facilities already in place (schools, water, and electricity), it should <br />have priority over the Willow Creek area. <br />East Thurston is an area extending east from the Springfield city limits to <br />Cedar F l a t Road on the east, Thurston Road on the north and the ridgel i ne <br />on the south. l <br />Since low - density land in both these areas is not needed in the first five <br />years of the planning period, none of the low-density residential land in these <br />three areas shall be converted from urban i zab l e to urban land until at least the <br />next major update of the Plan, or by Plan amendment if warranted by .changing <br />conditions. <br />II-D-4 <br />
