Neighborhood Commercial Fac i l i t -i es (Not Shown on Plan Diagram) <br />Oriented to the day-to-day needs of the neighborhood served, <br />these facilities are usually centered on a supermarket as the <br />p r i n c i p a l tenant. They are also characterized by convenience <br />goods outlets, such as small grocery, variety, drug, and hard- <br />ware stores, and personal service establishments; e.g., med i cal <br />and dental offices, barber and beauty shops, l aundromats, dry <br />cleaners (not pl ants ), taverns, and small restaurants. The <br />determination of the appropriateness of specific sites and uses <br />or additional standards is left to the local jurisdictions. <br />Minimum location standards and site criteria include; <br />1 } <br />Within convenient walking or bicycling distance of an adequate <br />support population. For a full-service neighborhood commer- <br />cial center at the high end of the size c r i t e r i a , an adequate <br />support population would be 4,000 persons within one --half mile <br />of the site and with no other neighborhood center within that <br />area of relying on that same support population. For smal l er <br />sites or more limited service, a smaller support population <br />or service area may be sufficient. <br />(2) Adequate area to accommodate off -- street parking and loading <br />needs and landscaping, particularly between the center_ and <br />adjacent residential properties as well as along street <br />frontages next to outdoor parking areas. Less than f ive <br />acres, depending on the number of establishments associated <br />with the center. <br />(3) Sufficient frontage to assure safe and efficient automobile, <br />pedestrian, and bicycle access without conflict with moving. <br />traffic at intersections and along adjacent streets, <br />(4) Less than five acres, depending on the number of establishments <br />assocated with the center. <br />Neighborhood commercial facilities may be included in community <br />commercial centers when the latter meet applicable location and <br />site criteria as listed above, even though the community commercial <br />centers are larger than five acres in size. <br />In certain instances "Ma and Pa'' grocery stores or similar retail <br />operations play an important role in providing service to exist- <br />ing neighborhoods. These types of operations which currently <br />exist, can be recognized and allowed to continue through such <br />actions as rezoning. <br />II-E-5 <br />
