19696 <br />d . Agricultural - Related Industrial . This designation includes only <br />farm uses dealing with the primary processing and preparing and <br />with the storing of farm products. Industrial uses in this <br />category may provide some of their own minimum' level key urban <br />services. Lands in this designation shall be protected exclu- <br />sively for the intended uses to take advantage of their unique <br />parcel size, location, and transportation access characteristics. <br />e. Small Scale Light Industry. (Not Shown on Plan Diagram) T h i s <br />category is characterized by industrial uses that emit no smoke, <br />noise, glare, heat, dust, object.ionabl e odors or vibrations beyond <br />property boundaries; pursue their activities within buildings; and <br />do not generate .a large amount of vehicular trips for employees, <br />customers, 'or freight movements. Depending on the local s itua- <br />tion, in some instances such industrial uses may be incorporated <br />into mixed use areas. To enhance compatibility with adjacent <br />nonindustrial areas, local governments should apply development <br />standards to specific proposals. Such standards should address <br />building height, setbacks, adequate off - street parking areas, <br />landscaping, and safe and efficient access. The determination of <br />the appropriateness of specific .sites and uses or additional <br />. deve l opment standards is left to the local jurisdictions <br />Minimum locational standards and site criteria include: <br />(1) Access to arterial streets, normally without use of resi- <br />dential streets. <br />(2) Up to five acres with sufficient parking areas and frontage <br />to accommodate structures, parking areas and access in character <br />with adjacent nonindustrial properties. <br />4. Public and Semipublic This designation contains three categories: <br />Z Government (includes major office complexes and facilities, <br />lodges);. <br />b. Education (includes high schools and colleges); <br />c. Parks and open space (int'ludes go 1 f courses and cemeteries, <br />in recognition of t eir role as visual open space). <br />In addi t'ion to those not shown at a neighborhood scale, but automa- <br />tically included in the gross allocation of residential acres, there <br />is a need for public facilities and open space at a= non -local level <br />such as regional /metropolitan parks. Several are shown on the <br />diagram. Those not yet in public ownership are based on environ- <br />mental constraints such as excessive slopes or assets such as unique <br />vegetation associations. They should be preserved if possible <br />through _public acquisition or tax relief programs. If that is not <br />p o s s i b l e , development should be required to respond to their unique <br />conditions through clustering in areas of least value as open space, <br />locating c i rcul at ion and access points in a manner that will result <br />in minimal disturbance of-natural conditions, and other similar <br />measures particularly sensitive to such sites. <br />II-E-8 <br />
