I <br />5. Agriculture These areas outside the urban growth boundary include <br />Class I -IV soils with a medium to high agricultural productivity <br />rating based on their ability to produce a variety of crops. <br />5. Sand and Gravel: This category includes processing areas, land <br />currently zoned for sand and gravel extraction, and additional <br />areas containing this resource which will be needed through the <br />planning-period. Some of these areas can accommodate interim <br />uses such as agriculture, parks, or similar open space roles. <br />When the resource is exhausted, rehabilitation for reuse should <br />occur. <br />a. Rural : These areas are located outside the urban growth boundary. <br />Some are characterized by environmental constraints such as poor <br />soils and drainage, limited ground water, and steep slopes. Areas <br />in this designation should be maintained in 1 -arge parcels (five <br />acres or larger) in order to provide opportunities for rural living <br />and life styles. Alt some agriculture and timber areas could <br />be considered a subcategory of rural areas, because of their special <br />characteristics they are depicted separately on the diagram. See <br />also the description of Urban Reserve, another subcategory of <br />rural l and . <br />8. Forest Lands These locations..., outside the urban growth boundary, <br />are areas of potential or existing timber harvest based on pre- <br />liminary .analysis of woodland soil productivity, existing vege- <br />tative cover, and minimum size of ten acres. <br />9. Mixed Uses: This category represents areas where more than one <br />use might be appropriate, usually as determined by refinement <br />plans on a local level . For example, the Wh i teaker Refinement <br />Plan includes several areas where a mix of compatible uses, <br />based in part on existing development, are designated. <br />10. Urban Growth Boundary: This site - specific line separates the projected <br />.urban area designated to accommodate urban development through <br />the planning period (293,700 population) from urban reserve, agri- <br />culture, and rural designations. The location of the urban growth <br />boundary results from environmental, social, and economic analysis in <br />terms of supply and demand, which is basic to this entire Plan. <br />Accordingly, LCDC Goal 14's establishment of urban growth boundary <br />criteria were employed with the f o l l o w i n g results (for more detail, <br />see the Technical Supplement)* <br />Factor 1.
