IW fli <br />labob 11 <br />13. =Low income households and households that spend a high proportion <br />of their income for housing are primarily single person households, <br />households headed by persons under 25 years of age or 65 and over, <br />households that include handicapped persons and female headed <br />households. <br />14. The metropolitan area does not have an adequate number of units to <br />meet the special housing needs of the area's elderly, handicapped, <br />and students. <br />15. of the groups intended for protection by fair housing ordinances , <br />the principal groups discriminated against in the metropolitan area <br />are racial minorities and single heads of household - s, especially those <br />with children. <br />16.. Nonlocal policies such as federal lending policies affect the <br />metropolitan housing market. Some conflict with the goals -and <br />objectives of the Metropolitan Area General Plan. <br />17. All three general purpose governments, i n the metropo l -i t an area <br />implement- housing programs and coordinate their housing planning <br />and implementation activities. <br />Goal <br />Provide vi able. residenti al communities so all residents can choose <br />sound, affordable housing that meets individual needs. <br />1. Coordinate residential land use and planning w-i th other <br />.elements of this Plan and with locally adopted plans <br />.2. Provide residential areas that offer a variety of housing densities <br />types, sizes, costs, and , locat ions to meet projected demand. <br />3. Locate residential development in relation to the avai l abi l ity' of <br />employment, commercial services, public utilities and facilities, <br />and transportation modes. <br />4 . Provide for and promote generally higher residential dens i t i es in <br />the current urban service area to encourage a compact urban growth <br />form. <br />5. Protect 'existing and proposed res i dent i al areas from conflicting <br />nonres i dent i -al land uses providing for compatible and func - <br />t i onal mixed-use development (residential and nonresidential). <br />III A-3 <br />
