18'686 <br />6. Agricultural production shall b-e considered an appropri-ate interim <br />and temporary use on urban i zabl e land and on vacant and under- - <br />developed urban land. <br />7. Continued local programs supporting community gar -dens on public <br />land and programs promoting urban agriculture on private land shall <br />be encouraged. Urban agriculture includes gardens in backyards and <br />interim use of vacant and underdeveloped parcels. <br />H. Sand and gravel resource areas shall be protected from premature <br />urban development in order to maintain existing and future sources <br />of this important, nonrenewable resource i n close proximity to the <br />metropo 1 i tan market. The relationship between the demand for the <br />resource and the amount of land planned and zoned for sand and gravel <br />extraction and processing should be closely monitored, so as to ensure <br />the future avai 1 abl i ty of aggregate material <br />9. Local governments shall continue, through land use planning and <br />special regulations, to control sand and gravel extraction and <br />production in order to: <br />a. Minimize negative effects on surrounding land uses and . on <br />other natural resources; <br />b, Require reclamation plans for extraction and processing areas <br />which encour aqe re-use of such lands in a manner c o m p a t i b l e with <br />adjacent land uses and adopted plans in accordance with State law-. <br />c. Allow other appropriate uses such as agricultural production, <br />timber production, parks and other open space uses,. <br />10. Lane County shall conduct studies to determine: <br />a. The .location, quality, and quantity of, sand and gravel <br />resources within the resource areas designated An the <br />technical supplement. <br />b. Conduct reanalysis of the relationship between the demand <br />for the resource and the land planned, zoned, and actually <br />usable for extraction, <br />These studies should be conducted in cooperation with local <br />sand and gravel industries, <br />11. <br />Metropolitan goals relating to scenic quality, water qual i ty, vege- <br />tat ion and w i l d l i f e , open space, and recreational potential shall be <br />given a higher priority than timber harvest within the- urban growth <br />boundary. <br />III-C-7, <br />
