1 <br />12 When evaluating the desirability of harvesting commercial timber <br />on forest lands within the jurisdictional boundary but outside the <br />urban growth boundary, great emphasis shall be placed on preserving <br />scenic and water quality, as well as protection of wildlife, open <br />space, and recreational potential., <br />13. Lane County shall support programs (state laws, for example) which <br />benefit small wood l of management in rural areas. <br />14. Local governments shall develop plans and programs which carefully <br />manage development on h i l l s i d e s and in water bodies and restrict <br />development i n wetlands in order to protect the scenic quality, <br />water quality, vegetation and wildlife values of those areas. <br />15. In order to improve water quality and quantity in the metropolitan <br />area, local governments shall consider developing regal at ions or <br />instituting programs to: <br />a. Increase public awareness of techniques and pract -ices private <br />individuals c an , employ to help correct water quality and <br />quantity problems; <br />b. Improve management of industrial and commercial operations to <br />reduce negative water quality and quantity impacts; <br />c, Regulate site planning for new development and construction to <br />better control drainage and erosion and to manage storm . runoff ; <br />d. Increase storage and retention of storm runoff to lower and <br />delay peak storm flows; <br />e. Utilize natural and simple mechanical treatment systems to <br />provide treatment for contaminated runoff waters; <br />f. Reduce, street -re l ated water quality and quantity problems; <br />and <br />g. 'Minimize use of toxic substances. <br />15. Local governments shall continue to cooperate in developing and <br />implementing ongoing plans and programs necessary to address control <br />strategies adopted for meeting suspended particulate, carbon <br />monoxide, and ozone air quality standards. <br />17. 'Local governments shall encourage changes to state and federal air <br />quality regulations relating to development of . fine 'particulate <br />standards and related monitoring techniques. <br />1810 When planning for and regulating development, local governments <br />shall each continue to consider the need for protection of open <br />spaces, including those characterized by significant vegetation <br />and wildlife. Means of protecting open space include, but are <br />III --C -8. <br />
