Statewide Planning Goal 15, Willamette River Greenway, mandates <br />local governments to establish the Greenway boundaries, allowed <br />uses within the Greenway and potential acquisition areas. <br />5. Eugene and Sp`r i ngf i el d have received final Greenway boundary <br />approval by the Land Consery at ion. and Development Commission. <br />7. The City of Eugene received Land Conservation and Development <br />Commission acknowledgment of compliance with St-atewide Planning <br />Goal 15 on February 11, 1977. Lane County and Springfield are <br />both undertaking the work to comply with Goal 15. <br />H. Compatibility Review Permits are required by Eugene, Springfield, <br />and Lane County for any i nt.ens i f i cation, change of use ' or new <br />development within the Greenway boundaries. <br />9. Local juridictions retain the primary reponsi b i l ity for imple- <br />mentation of the Willamette River Greenway goal. <br />to . The metropolitan area's river and waterway corridors require <br />protection to maintain and enhance natural 5. scenic, env iron- <br />- mental , and econom c qualities of these waterways. <br />11. The three Jurisdiction's have cooperatively developed a public <br />park system and bicycle -- pedestrian trails along the Willamette <br />River Greenway. <br />12. Residential and commercial deve opment along the Willamette River <br />Greenway provides greater opportunity for public access and en j oy-- <br />rnent of the river area than does i n ustr i al development, <br />13. Rural ' a g r i c u l t u r a l areas along river and waterway corr dor s can <br />be damaged by isolated public access points . because of vandalism <br />and/or trespass on private lands, <br />14. Experience in. other communities indicates that careful ly.pl anned <br />and _designed residential and commercial development at designated <br />locations along inland water corridors can be compatible with <br />adjacent areas and the corridors themselves. <br />15. The current unpleasant and unsightly condition of many inland <br />waterway systems results from neglect and uncoordinated <br />waterway p l an n i.n g . <br />. - Protect, conserve, and enhance the natural, scenic, env i ronmental <br />and economic qualities of * river land waterway c o r r i d o r s .
