)7197/ <br />1 0 b at <br />F . Transportation Element <br />The Transportation Element deals with surface and air transportation in the <br />metropolitan area. The emphasis of the Transportation Element is on the rela- <br />tionship between land use and transportation. These relationships are, in <br />part, r e s p o n s i b l e for meeting community goals related to increasing urban <br />public transit ridership, reducing reliance on the automobile, substituting <br />automobile trips to other modes, such as pedestrian and bicycle, and reducing <br />energy consumption related to use of the automobile,. <br />The Eugene Springfield Area 2000 Transportation P l a n forms the basis for the <br />surface transportation part of this e ement in describing future needs for <br />people and goods movement. Projections of increased population and employment <br />were translated into trips through the transportation planning process. This ` <br />forecasted demand and other considerations such as safety, served as the <br />rationale for the policies, facilities, and services contained in the Trans- <br />portation Plan. The Transportation Plan also outlines specific transportation <br />goals, pol- icies, and recommendations necessary to meet metropolitan transpor- <br />tation needs through the year 2000. <br />The Eu ene -Springfield Metropolitan Bikeway Master P l a n serves as the b a s i s <br />for the metropolitan bikeway needs in the area. 0r i g i n al, l y adopted in 1975, <br />this plan needs to be updated to reflect , the s al ' bikeway improvements <br />made since 1975, to resolve some conflicts with the Transportation Plan, and <br />to respond to continued community interest 'in b i cycling . <br />The air transportation portions of this element are based on the Mahlon Sweet <br />Field Master Plan The emphasis of the air transportation p o l i c i e s contained <br />in this element is directed toward the land use issues 'of the airport environs. <br />Findings <br />1. When compared to scattered urban growth the compact urban growth <br />form increases opportunities to reduce intraurban- trip lengths, <br />to reduce tr. an s portat -ion energy consumption, and to promote trips <br />by means other than the automobile* <br />2. The current arrangement of land uses is most conducive to travel <br />by automobile. <br />3. Transportation is an important determinant in the spatial arrange- <br />ment of the metropolitan area. Land use is an important <br />influencing the trip - making behavior of the population. <br />III-F-1 <br />
