1868b <br />G: Public Utilities, Services, and Faci 1 ities Element <br />This element c o n s i d e r s the provision of water, sewers, power, education, p u b l i c <br />- safety, and other programs the Eugene - Springfield metropolitan area needs to <br />function properly. For the most part, these utilities, services, and facilities <br />are provided or supervised by public or quasi-public agencies, but they can <br />also include oth -er necessary community services of a private nature such as <br />churches, private schools, and hospitals, <br />As the metropolitan area grows in population and area, the demand for these <br />services will increase substantially, requiring careful and coordinated plan- <br />ning and management. The public's investment in and scheduling of these pub1 is <br />f a c i l i t i e s and programs shbul d be viewed as one of the major means of imple- <br />menting the General Plan, <br />The urban service area concept discussed in chapter II, Fundamental Principles, <br />is an important part of this element-, It is intended that development in the <br />metropo 1 i tan area will require at least the "minimum level of key urban services" <br />at the time development is completed. It is further intended that concerted <br />efforts will be made to ultimately provide the "full range of key urban services" <br />to these areas.* This element is also intended to provide the public and ' pr ivate <br />sectors with policies for developmental and program decision - making regarding <br />urban For example, development should be coordinated with the plan- <br />ning- financing, and construction of key urban services. This will result in <br />public and private financial savings and efficient use of utilities, services, <br />and facilities'. <br />Key urban services are provided in the metropolitan' area by a n umber of gov- <br />ernmental agencies, service di str i public and quasi-public utilities, <br />and cooperative agreements. Lane county is responsible for a number of key <br />urban services in the. metropolitan area that are also provided county -wide, <br />These include health and social services, solid waste management, tax collec- <br />tion, and the courts system. Eugene and Springfield provide key urban services <br />to the cities such as l i b r a r i e s , fire protection, improved streets, police pro- <br />tection, and, storm sewers. -.Pub 1 i c and quasi-public utilities provide other <br />key urb services such as water and telephone. Special service districts <br />are also responsible in some cases for such services as water, and for others <br />such as school s and bus service. Finally, under cooperatively established <br />agreements between Lane County, Eugene, and Springfield, other key urban <br />services are provided, An example of this is the County .Service District <br />wh i.ch is administered by the Metropolitan 1 i tan Wastewater Management Comm i ss ion. <br />It is important -to recognize the respon s i b i l ity, function, and extent of <br />these different providers of key urban services, and to provide guide- <br />lines for the proper operation, improvement and . expans ion of key urban <br />* See Recommended P o l i c i e s .7 - and -8 on. pages II-B-4 and 5 . <br />III --G -1 <br />
