The city of Eugene should purchase at fair market value privately- <br />owned land which 1) is necessary for airport improvement or 2} would <br />otherwise have no reasonable use (agricultural operations would be <br />considered a reasonable use of the property) for the owner because of <br />controls placed on the land necessary to protect the airport and its <br />operations for of public safety. <br />17. If expansion of the urban growth boundary is contemplated, all <br />other options should be considered and eliminated before consideration <br />of expanding the urban growth boundary in the area west of Highway 99 <br />and north of Royal Avenue. <br />18. As an early priority, Eugene, Lane County, and Springfield w i l l <br />develop a refinement plan for that area along Airport Road between <br />Highway 99 and airport-controlled property, <br />III -F -7 <br />
