I V�10 <br />In addition, the cities may require annexation as a prerequisite <br />to extending these services in any instance. <br />3. R system of user charges for public services, utilities, and <br />facilities to cover operation costs and the improvement or <br />replacement of obsolete facilities shall continue to be imple- <br />mented where appropriate. <br />4. In those portions of the urban service area where the full range <br />of key urban services is not aVai l abl e, metropolitan area capital <br />improvement programming (planning, programming, and budgeting for <br />service extension in an orderly and efficient manner) shall be <br />developed 'and ma i nt ai.ned . Such a coordinated capital improvements <br />program shall address geographic phasing. <br />5. Efforts shall be made to reduce the number of unnecessary special <br />service districts and to revise confusing or illogical service <br />boundaries, including those that result in a duplication of effort <br />or overlap of service. When possible, these efforts shall be <br />pursued in cooperation with Springfield and Eugene. <br />5 . In addition to physical, economic, energy, and social considera- <br />tions, timing and location of urban development within the metro- <br />politan area shall be based -upon the current or imminent a v a i l - <br />a b i l i t y of a minimum level of key urban services. <br />7. Facility . and program planning i n the metropolitan area sh al 1 use <br />the General Plan as a basis for decisions to ensure that the needs <br />of the metropolitan area are met in an orderly and efficient manner <br />8. Efforts shall be made to mitigate the impact of residential growth <br />on the metropolitan area's schools. Cities shall -ncour age a mix <br />of dwelling unit types and phasing of single - family residential <br />construction. School districts shall continue to meet peak school <br />child enrollment .demand through a variety of means, thus possibly <br />reducing or postponing the need for new, permanent school facilities.' <br />9. Major institutions, such as universities and hospitals, shall con- <br />tinue joint planning coordination with local pl anninq agencies. <br />10. Support financial and other efforts to provide elementary and cbm-- <br />mun i ty schools in central city areas in order to maintain and <br />increase the attractiveness and stability of those areas for <br />residential purposes. <br />ll. The school districts shall address the possibility of adjusting <br />boundaries where they do not reflect the boundary between Eugene <br />and Springfield or where a single, otherwise internally cohesive, <br />area is divided into more than one school district. <br />III-G-5 <br />
