i8b�6 <br />Goal <br />Provide and maintain p u b l i c utilities, services, and facilities in an <br />orderly, and efficient manner, <br />Objectives <br />Furnish guidelines for public facility programming and decision- - <br />making that will result in lower public and private expenditures, <br />2. Provide public utilities, services,, and facilities to serve existing <br />development and closely coordinate them with the land use elements <br />of the .General Plan as a means of encouraging orderly and sequential <br />growth, <br />3. Reduce and, if possible, eliminate the problems created by over- <br />lapping service areas and/or illogical service boundaries. <br />4. Optimize the utilization of existing facilities, <br />5. Generally reduce public subsidy for utilities and facilities in new <br />devel oprnent . <br />b. Provide at least the minimum level of key urban services to al l <br />urban development within the metropolitan area-, <br />7. Except for rur fire protect-ion districts and stand and . rural el ectr i - <br />fication systems, discourage extension or expansion of si -ngle services, <br />utilities, or facilities to Outlying areas, <br />8. Strive for continued cooperation between major institutions, such <br />as universities and hospitals, and local planning agencies, <br />Policies <br />1, In general , the amount of pub l i c subsidy for pub l i c ut i l i t i e s, ser- <br />vices., and faciliti . such as schools, sewers, and streets, shall <br />be reduced, . New development should help support construction of <br />new public utilities, services, and facilities through methods such <br />as , systems development charges, taxes, land donation, or payment <br />of fees in lieu of land donations. This does not preclude subsidy <br />where a development will fulfill goals and recommendations of the Plan <br />determined by the local jurisdiction to be of particular importance <br />or concern, <br />2. -Sewer and water service shall not be extended beyond the urban <br />growth boundary except to:- <br />a, The Mahlon Sweet Field Airport, a public facility serving <br />the entire metropolitan area. <br />b, An exi sting devel opment outside the urban . growth boundary <br />when it has been determined that it poses an immediate <br />threat of public health or safety to the citizens of the <br />metropolitan area that can only be remedied by extension <br />of the service. <br />I I I -.G -4 <br />
