8686 <br />3. Insure that the roles and responsibilities of the various citizen <br />advisory committees remain effective and responsive vehicles for <br />citizen involvement, <br />4. Maintain a permanent citizens' advisory committee to provide the <br />citizen perspective on metropolitan -wide planning issues, <br />Policies <br />1. Maintain an on- -going metropolitan area planning advisory committee <br />to the govern i nq bodies of Springfield, Eugene and Lane County to <br />provide the citizens' perspective on major five -year updates, <br />interim reviews and Plan amendments; monitor and evaluate the use <br />and implementation of the Metropolitan Plan; and review and comment <br />on planning activities of metropolitan -wide significance. The <br />bylaws of the committee shall be approved by the three governing <br />bodies, <br />2. Maintain and adequately fund a variety of programs and procedures <br />for encouraging and providing opportunities for citizen involvement <br />in metropolitan area planning issues. Such programs should provide <br />for widespread citizen involvement, effective communication, access <br />to technical information and feedback mechanisms from policy makers. <br />These programs shall be coordinated with local citizen involvement <br />programs and shall be prepared on the metropolitan level by the <br />metropolitan-wide citizen planning advisory committee, <br />3. Improve and maintain local mechanisms that provide the opportunity <br />for residents and property owners in existing residential areas to <br />participate in the implementation of policies embodied in this Plan <br />that may affect the character of those areas . <br />III-K-3 <br />
