East 13th Avenue, then west on East 13th Avenue to Hilyard Street shall <br />be allowed to remain subject to an existing approved conditional use <br />permit. Expansion of any existing facility within this area is limited to the <br />area under development control by the existing facility as of December 1, <br />1981. (See West University Plan.) <br />(c) Hospitals, clinics, or other medical facilities in that portion of the West <br />University Neighborhood designated as East 12' High Density Residential <br />and Clinic Area, shall be permitted, subject to an approved conditional use <br />permit. Expansion of medical facilities in existence on [effective date of <br />this ordinance to be inserted later] shall be allowed on land used for such <br />purpose as of [effective date of this ordinance to be inserted later] without <br />the requirement to comply with the residential density requirements. The <br />proposed conversion of land in residential use for the expansion of <br />existing medical facilities or the establishment of new medical facilities <br />shall be subject to the residential density requirements of Table 9.2750. <br />(See West Universi y Plan.) <br />(d) Hospitals, clinics and other medical facilities shall be permitted in that <br />portion of the Coburg/Crescent area designated for high- density residential <br />use, subject to an approved conditional use permit. (See Willakenzie Area <br />Plan.) <br />(e) Hospitals, clinics and other medical facilities are prohibited in that portion <br />of the westside neighborhood designated as the central residential area. <br />(See Westside Neighborhood Plan.) <br />(f) In the areas described in (b) and (d) above, hospitals, clinics, or other <br />medical facilities are permitted subject to an approved conditional use <br />permit, and are not required to comply with the residential density <br />requirements of Table 9.2750. <br />(2) Secondary Dwellings. Secondary dwellings are only permitted in R -1 and shall <br />conform to all of the following: <br />(a) The dwelling shall not exceed 800 square feet unless occupying the full <br />story of amulti -story structure with ground floor residential use. <br />(b) Either the primary dwelling or the secondary dwelling shall be occupied by <br />the property owner. <br />(c) There shall be at least 1off - street parking space on the property. <br />(d) Detached secondary dwellings shall comply with the following: <br />1. The residential density limitations in Table 9.2750. <br />2. Be located on a lot that is not a flag lot. <br />3. If located within 20 feet of a property line, the maximum building <br />height shall not exceed 15 feet. <br />4. Provide a pedestrian walkway from the street or alley to the primary <br />entrance of the secondary dwelling. <br />5. The primary entrance to a secondary dwelling shall be defined by a <br />roofed porch. <br />Ordinance - 104 <br />
