S -HB Blair Boulevard Historic Commercial Special Area Zone <br />9.3500 Purpose of S -HB Blair Boulevard Historic Commercial SDecial Area Zone. The <br />purpose of the S - HB zone is to permit, after appropriate review, the use of historically <br />significant buildings and sites for a range of permitted uses not otherwise found in a <br />base zone, and to preserve these buildings where their maintenance and productive <br />use would not otherwise be economically practical, and a standard zone classification <br />would be inappropriate. Historic landmark designation helps to preserve the city's <br />heritage. Recognition of landmarks enhances the beautification of the city, promotes <br />the city's economic health, and preserves the values of these properties. Regulation <br />of designated landmarks provides a means to review changes and ensure that historic <br />and architectural values are preserved. <br />93505 Description of S -HB Blair Boulevard Historic Commercial Special Area Zone. <br />The S -HB was designated on March 10, 1993, and in order to encourage compatibility <br />and continuity with the area's historic ambience and character, the design guidelines <br />in EC 9.3515 are applicable to all properties within the zone. <br />9.3510 S -HB Blair Boulevard Historic Commercial Special Area Zone Uses. The S -HB <br />zone designation is based on the area's association with the city's working class and <br />the mix of residential, commercial and light industrial uses within the zone. The S- <br />HB zone is the commercial core of the residential districts located to the east and west <br />of the zone. The whiteaker Plan Land Use Diagram reflects four underlying land use <br />designations for this zone of residential, commercial, mixed use, and parks. Uses <br />permitted within the S -HB zone are as follows: <br />(1) Areas Designated for Low and Medium Density Residential. Allowable uses <br />are: <br />(a) One - family dwellings. <br />(b) Duplexes. <br />(c) Triplexes. <br />(d) Four- plexes. <br />(e) Multiple- family dwellings. <br />(f) Home occupations. <br />(g) Bed and breakfast facilities. <br />(2) Areas Designated for Neighborhood Commercial. <br />(a) Some houses in the zone are currently used for commercial purposes. <br />Permitted uses shall allow the conversion of commercial back to <br />residential when it relates to historic residential architecture. <br />(b) Notwithstanding subparagraph (a) of this subsection, the following uses <br />are permitted: <br />1. Accessory uses. Examples include, but are not limited to, storage <br />and distribution incidental to the primary use of the site. <br />2.
