that prior to its removal the property owner submits to the city a written <br />evaluation of the tree prepared by a certified arborist certifying the <br />unhealthy condition of the tree and recommending its immediate removal. <br />The written evaluation shall be on a form prescribed by the city manager <br />pursuant to section 2.019 City Manager - Administrative and Rulemaking <br />Authori <br />(2) Tree Preservation and Removal Standards. No permit for a development <br />activity subject to this section shall be approved until the applicant submits <br />plans or information, including a written report by a certified arborist, that <br />demonstrates compliance with the following standards: <br />(a) The following minimum percentages of the existing number of significant <br />trees on the development site whose condition rating is 60 or higher (on a <br />scale of 0 to 100) will be preserved: <br />1. 60% for projects on property zoned R 1. <br />2. 40% for projects on property zoned R -1.5 and R -2. <br />3. 40% for projects on property zoned R -3 and R-4. This percentage <br />may be reduced to 20% providing the proposed project achieves at <br />least 50% of the maximum density required for that zone. <br />4. 20% for projects on property zoned commercial, industrial, and <br />public land. <br />5. 40% for projects on property. in all other zones. However, if one of <br />these zones contains maximum density ranges equal to or exceeding <br />the maximum density required in the R -3 zone, the percentage may <br />be reduced to 20% if the proposed project achieves at least 50% of <br />the required maximum density. <br />The condition rating shall follow the formula in the Guide for Plant <br />Appraisal prepared by the Council of Tree and Landscape Appraisers. <br />(b) The materials submitted shall reflect that consideration has been given to <br />preservation in accordance with the following priority: <br />1. Significant trees located adjacent to or within waterways or wetlands <br />designated by the city for protection, and areas having slopes greater <br />than 25%; <br />2. Significant trees within a stand of trees; and <br />3. Individual significant trees. <br />(c) That development will occur in a manner that protects at least 70% of the <br />critical root zone of each tree retained under subsection (2 )(a) above. <br />(d) If the proposal includes removal of any street tree(s), removal of those <br />street trees has been approved, or approved with conditions according to <br />the process at EC 6.320 Tree Removal and Replacement - Permit <br />Decision. <br />(3) Adjustment to Standards.
