4. where vacant parcels contain frontage on other than a local street <br />on an arterial or collector develo ment of the (i.e., ) parcel should p p <br />include provision for controlled access onto the higher level street, <br />or, where possible, from an adjacent local street. (Policy 4) <br />5. On collector streets, the land access service and the traffic moving <br />functions are somewhat balanced. In improving these streets, the <br />decision to remove on- street parking privileges should include <br />consideration of the degree of impact on adjacent development. <br />(Policy 5) <br />6. In the future, location of collector and local street systems and land <br />use planning should be coordinated to prevent occasions where the <br />same collector or local street serves potentially conflicting land uses. <br />For example, the same collector should not serve both industrial and <br />residential development, except where an intervening street <br />intercepts industrial traffic. The same local street should never serve <br />both industrial and residential traffic. (Policy 6) On local streets, the <br />predominant fiunction of land access and service should encourage <br />the retention of on-street parking privileges. (Policy 8) <br />7. Land use planning in Bethel- Danebo should not allow high traffic <br />attractor- generators to locate on local streets. (Policy 9) <br />(d) Transportation' Mass. Transit The city of Eugene should continue <br />working with the planning staff of Lane Transit District in dete <br />shelter locations, transfer point locations, design of shelters, and bus <br />pullouts. (Policy 4) <br />(e) Transportation, Pedestrian Facilities whenever possible, development of <br />vacant parcels in the Bethel- Danebo area should be designed with <br />attention to providing adequate bike- pedestrian connections to schools and <br />park sites, as well as to existing and proposed bike - pedestrian ways. <br />(Policy 2) <br />(2) Bethel- Danebo Refinement Plan (Phase H -1979) - Policy Direction. <br />(a) while economic growth and revitalization is to be encouraged, strong <br />emphasis should be placed on enhancing Eugene's environment and its <br />quality of life. (Policy 1) Economic development"should: <br />1. Diversify the employment base; and <br />2. Provide employment opportunities for existing and future residents <br />while addressing concerns for preservation of the area's livability. <br />(Policy 2) <br />(b) while the amount of industrial lands unused and unsuitable by reason of <br />location outside the urban service area could appropriately be reduced, <br />those remaining needed industrial areas are to be protected from <br />encroachment by incompatible land use.
