policies in making land -use decisions for the Whiteaker communiTy. <br />(Policy 1) <br />(b) In areas designated for medium- or high- density residential use, allow <br />single - family housing that can be rehabilitated to help maintain a variety <br />of dwelling unit types and densities. (Policy 3) <br />(c) Guide the use of public land in a manner that recognizes the needs of the <br />public agency and yet also helps ensure compatibility between adjoining <br />land uses. (Policy 6) <br />(d) Recognize that about 3,000 residents live within one quarter mile of the <br />railroad and are directly impacted by railroad operations and practices. <br />(Policy 7) <br />(e) Recognize the important link Monroe Street serves between residential <br />portions of the Blair and Sladden neighborhoods, and encourage <br />preservation of its mined use character. (Policy 8) <br />(f) Recognize the important link the 3rd/4th Avenue serves between the <br />residential areas around Skinner Butte and encourage surrounding land <br />uses that will preserve natural, scenic, and historic resources in the area <br />and prevent the road from becoming ahigh -speed thoroughfare. (Policy 9) <br />(g) Increase efforts to preserve and rehabilitate existing housing resources, <br />and e conversion to non - residential uses or demolition. (Policy <br />lo) <br />(h) Explore and implement ways to increase owner - occupied housing within <br />those portions of Whiteaker designated for residential use. Increase <br />options /opportunities for purchase or home ownership to interested low - <br />income renters. (Policy 11) <br />(3) Land Use Element, City Policies for Subareas, Blair Commercial Area <br />Subarea 1. Recognize the Blair Commercial Area as appropriate for <br />neighborhood -scale commercial uses and small -scale industrial uses. Encourage <br />continued economic revitalization, preservation of historic resources, and <br />building rehabilitation. (Policy 1 ) <br />(4) Land Use Element, City Policies for Subareas, west Blair Residential Area <br />- Subarea 2. Recognize the west Blair Residential Area as primarily <br />appropriate for low- density residential use (up to 10 units per acre); encourage <br />home ownership and the preservation of sound historic properties, and <br />discourage non - residential uses. (Policy 1 ) <br />(5) Land Use Element, City Policies for Subareas, East Blair Residential Area - <br />Subarea 3. Recognize the East Blair Residential Area as being appropriate for <br />medium- density residential use (up to 20 units per acre), encourage home <br />ownership and the preservation of sound historic properties, and discourage <br />non - residential uses.
