Particularly within the East Skinner Butte <br />Historic District, encourage home ownership, preservation of historic structures <br />and landscape features, and discourage non - residential uses. (Policy 3) <br />(11) Transportation Element. <br />(a) Design any new arterial/bridge or major reconstruction of an existing <br />arterial/bridge to n n n mmi ze noise pollution, appropriately screen the <br />facility from abutting properties, and min ze the negative impacts to <br />nearby properties. (Policy 2) <br />(b) Take steps to mitigate excessive noise on existing arterials and establish <br />screening as needed. (Policy 3) <br />(c) Encourage reduction of through traffic on non - arterial streets within the <br />whiteaker neighborhood. (Policy 4) <br />(d) Mains and improve the operation of the street system to facilitate <br />circulation within the neighborhood. (Policy 5) <br />(e) Improve traffic safety for the various modes of transportation either by <br />implementing measures to separate different modes or to make shared <br />travel lames more functional, compatible, and safer.
