The natural <br />functions and values intended to be protected by this zone include all of the <br />following: <br />(1) Habitat for federally listed rare, threatened, or endangered plant and animal <br />species. <br />(2) Floodwater storage and conveyance. <br />(3) Sediment and erosion control. <br />(4) Natural pollution control. <br />(5) Fish and wildlife habitat. <br />(6) Aquifer recharge and water supply. <br />(7) Native plant communities. <br />It is recognized that each natural resource area may not exhibit all of these functions <br />and values. <br />9,2510 Natural Resource Zone Sitin Re uirements. If consistent with the approval <br />criteria in EC 9.5855 zone Chan A <br />Wroval Criteria the NR zone may be applied to <br />wetlands, water features and other natural areas that are: <br />(1) Designated for protection, restoration, or as a utility corridor in the west Eugene <br />Wetlands Plan or <br />(2) Recognized as a locally outstanding natural resource area in an adopted plan; or <br />(3) Less than 5 acres in size and providing habitat for a federally listed rare, <br />threatened, or endangered plant or animal species; or <br />(4) Less than 5 acres in size and serving at least 2 of the natural functions and <br />values listed in EC 9.2500 PpMose_ of _NR Natural Resource zone <br />9.2520 Natural Resource zone Land Use and Permit Requirements The provisions of <br />the NR zone do not exempt a person or property from state or federal laws and <br />regulations that protect water quality, wetlands, or other natural areas. In cases where <br />the NR zone overlaps with the /WB wetland buffer overlay zone or the /WP waterside <br />protection overlay zone, only the provisions of the NR zone are applied. <br />(1) Uses Permitted. The following uses are permitted in the NR zone: <br />(a) Removal of refuse or any fill that is in violation of local, state or federal <br />regulations. Removal of fill must be consistent with State of Oregon <br />Removal -Fill regulations. <br />(b) Removal of non - native or invasive plant species included on a list <br />approved by the planning director and kept on file at the city. <br />(c) Planting or replanting with native plants included on a list approved by the <br />planning director and kept on file at the city. <br />(d) Site management and maintenance practices that maintain or improve <br />natural functions and values or protect public health and safety, consistent <br />with adopted plans and polices. when deemed necessary by the planning <br />director in order to protect human health or safety or to prevent a nuisance, <br />this includes, but is not limited to, removal of vegetation by non - chemical <br />Ordinance - 80 <br />
