<br /> <br />Lane Livability Consortium <br />Memorandum of Understanding <br /> <br /> WHEREAS, In June 2009, the U.S. Departments of Housing and Urban Development (HUD), <br />Transportation, and the Environmental Protection Agency announced the creation of an <br />interagency partnership and Sustainable Communities Regional Planning Grant Program that <br />would support regions who committed to work collaboratively across jurisdictional boundaries <br />to create “Regional Plans for Sustainable Development”; <br /> WHEREAS, as part of the application process a group of 10 organizations composed of local <br />governments, metropolitan and transportation planning organizations, nonprofit community- <br />based organizations, public and private sector organizations, and educational institutions were <br />organized to form a collaborative called the “Lane Livability Consortium” (Consortium) that <br />could be expanded over time to include additional members; <br /> WHEREAS on behalf of the Consortium, the Lane Council of Governments (LCOG), as lead <br />applicant, submitted an application (Project) to HUD and was subsequently selected as one of <br />45 recipients of the first round of Sustainable Communities grants in 2010; <br /> WHEREAS, at the time of the application the Consortium participants (Parties) agreed to <br />enter into a formal Consortium Agreement (Agreement) to fully participate in the Project and <br />commit themselves to bring the Project forward and provide the budgeted staff support to it. <br /> NOW THEREFORE, the Parties hereto agree as follows: <br />I.Consortium Participants <br /> <br /> <br />This Agreement is entered into by members of the Consortium, as follows: <br />Lane Transit District Lane County <br /> <br /> <br />City of Eugene Housing And Community Service Agency <br /> <br /> <br />City of Springfield of Lane County <br /> <br /> <br />St. Vincent de Paul Society of Lane Central Lane Metropolitan Planning <br /> <br /> <br />County Organization <br />University of Oregon, Sustainable Cities Lane Council of Governments <br /> <br /> <br />Initiative Oregon Department of Transportation <br /> <br /> <br />University of Oregon, Community Eugene Water & Electric Board <br /> <br /> <br />Planning Workshop <br />Purpose of the Agreement: The purpose of this Memorandum of Understanding is to outline <br />how the Parties plan to work together to ensure effective function of the Consortium and <br />successfully complete the Project. <br />Consortium members will ensure that any regional discussions occur within the current <br />governance framework and within adopted policies and procedures of the respective <br />jurisdictions or agencies. To ensure accountability and successful completion of the project <br />activities, subgrantee contracts will be developed to clarify specific deliverables, time frames <br />and reporting requirements. <br />Revised DRAFT MOU Page 1 of <br />8 <br /> <br />
