<br />IV.Responsibilities of Consortium Members <br /> <br />1.Provide the necessary institutional support for the Project Steering Committee <br /> <br />representatives to complete their responsibilities. <br />2.Support a culture of discussion and communication among the Consortium members. <br /> <br />3.Contribute to the efficient flow of information and access to relevant data. <br /> <br />4.Give due consideration to proposals, tools and strategies brought forth by the Project <br /> <br />Steering Committee. <br />V.Lane Livability Consortium Structure <br /> <br />The core elements of the Consortium include the following: <br /> <br />Consortium Agencies. The Lane Livability Consortium (Consortium) provides a regional forum <br />for discussion and consensus building on issues of importance to the Eugene-Springfield area <br />and to serve as a resource for information, collaboration, and technical assistance between the <br />Parties. The Consortium is comprised of those agencies included as signatories to this MOU. <br /> <br />Project Manager. The Project Manager will oversee the Sustainable Communities Regional <br />Planning Grant administration; provide leadership in meeting the goals and intended outcomes <br />of the Project; implement the overall Project communication plan and support the Consortium <br />agencies in their outreach efforts; facilitate conflict resolution between Consortium members; <br />investigate opportunities to recruit additional membership to the Consortium; manage the day- <br />to-day operations of the Project and reporting to the Consortium; and serve as the Liaison to <br />HUD for the project and for the Consortium. <br /> <br />Project Steering Committee. The Project Steering Committee is comprised of one <br />representative staff member from each of the Consortium Agencies. The Steering Committee <br />shall have the following functions and responsibilities: <br /> <br />Meet regularly to coordinate, collaborate, and complete tasks. <br /> <br /> <br />Receive reports from Focus Area Teams and include Focus Area Team recommendations / <br /> <br /> <br />proposals as part of the deliberation on issues to be considered by the Consortium ; <br />Decide upon measures to ensure the effective day-to-day coordination and monitoring of <br /> <br /> <br />the progress of the technical work affecting the Project as a whole; <br />Discuss emerging trends and strategies for addressing common Consortium issues. <br /> <br /> <br />Provide on-going public information, presentations, and outreach about the program <br /> <br /> <br />purpose and activities. <br />Identify and investigate opportunities to recruit additional membership to the Consortium; <br /> <br /> <br />Identify and engage stakeholders as may be needed to meet the long-range goals of the <br /> <br /> <br />Project. <br />Develop proposals, strategies and tools relating to public outreach and engagement, <br /> <br /> <br />policies, planning and decision-making processes, and funding issues. <br />Revised DRAFT MOU Page 4 of <br />8 <br /> <br />
