ORDINANCE NO. 20475 <br />AN ORDINANCE ESTABLISHING THE S -HBS HISTORIC BRUNNER- <br />SCHMITZ HOUSE SPECIAL AREA ZONE, AND AMENDING THE EUGENE <br />ZONING MAP. <br />The City Council of the city of Eugene finds that: <br />A. Recognition of historic landmarks enhances the beautification of the City, <br />promotes the City's economic health, and preserves the value of these properties. The <br />regulation of designated historic landmarks provides a means to review changes to a landmark <br />and ensure that historic and architectural values are preserved. The Brunner - Schmitz House <br />was designated as a City of Eugene Historic Landmark on December 9, 2010. <br />B. A Historic Special Area Zone is desirable for the Brunner - Schmitz House to <br />foster the continued preservation of the property by allowing appropriate uses beyond those <br />permitted in the R -2, Medium Density , Residential zone and establishing appropriate <br />development standards. <br />C. Site specific historic zones are generally established by ordinance without <br />codification. Copies of such ordinances are to be maintained at the City's Planning and <br />Development Department (Sections 9.3020 and 9.3450 of the Eugene Code, 1971 ( "EC " )}. The <br />S -HBS Brunner - Schmitz House Special Area Zone is such a site - specific historic zone. <br />NOW, THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 'I . The S -HBS Historic Brunner - Schmitz House Special Area Zone is hereby <br />established and shall be subject to the following: <br />(a) Pur ose of the S -HBS Historic Brunner - Schmitz House S ecial Area Zone. <br />The S -HBS Special Area Zone is intended to afford the Brunner - Schmitz House Historic <br />Landmark ( "Brunner- Schmitz House ") special treatment and protection so that the uses <br />permitted and restrictions imposed will preserve and allow rehabilitation of the landmark's <br />character- defining architectural features as an example of the American Foursquare <br />architectural style that is evident in the square floor plan, wide overhanging eaves, two story <br />height with one story porch, large square porch posts and hipped roof dormers, a bay window <br />which contains five casement windows with decorative leaded glass in the upper casements, a <br />one -story sunroom with multiple six over one casement windows, horizontal siding, half -width <br />front porch and porte cochere along the east and north elevations. Those character - defining <br />features are described in detail in the attached Exhibit A, Final Order for the Historic Landmark <br />Designation by Eugene's Historic Review Board, December 9, 2010. <br />Ordinance - Page 1 of 4 <br />
