( B.) redirecting <br />through traffic wherever possible to commercial and industrial streets - <br />so that families w i l l find inner --city 1 i vi ng more attractive (page 9 ) . <br />In the interest of safety, efficiency and neighborhood stability,. . <br />traffic should bound, rather than divide, ,residential neighborhoods <br />and commercial and industrial areas whenever possible A page 25).W <br />pesign of transportation systems will take into consideration and, <br />attempt to minimize the impact of transportation noise,, band <br />consumption, pollution, energy consumption, and the division or <br />i solsati on of neighborhoods and properties (page 5 ) . <br />Though through traffic cannot be eliminated in central areas, methods should. <br />be explored to minimize its impact on areas that . are being encouraged for resi- <br />dential uses. These. methods include rerouting and buffering 'of major. thorough - <br />fares as well as encouragement of non- auto l•e forms of transportation. <br />
